Ontario's Energy and Water Reporting and Benchmarking (EWRB) program requires building owners to report annual energy and water usage through ENERGY STAR Portfolio Manager. While compliance is mandatory, the reporting process also delivers operational insight, cost savings and enhanced asset value.
Who Must Report?
1. Provincial (Ontario): Commercial, institutional and multi-tenant residential buildings of 50,000 square feet or more must report annually.
2. City of Toronto (By-Law): Starting in 2025, buildings of 10,000 square feet or more must report their usage for the prior year.
Key Deadlines & Requirements​
Ontario Ministry of Energy: The reporting deadline for 2025 is July 1, 2026.
City of Toronto: The reporting deadline for 2025 is July 2, 2026.
Data Collection & Reporting Timeline​
The data reported always represents the previous calendar year (January 1 to December 31). For the 2025 data cycle, the practical timeline is as follows:

January 1 - December 31, 2025: Consumption recorded (electricity, gas, water, renewables).

January - May, 2026: Data collection window; request utility data early (many utilities need 6-10 weeks).

May - June, 2026: Validate data, enter into ENERGY STAR Portfolio Manager and perform quality assurance.

July 1 & 2, 2026: Submit to Ontario Ministry of Energy (July 1) and City of Toronto (July 2).
Compliance with Ontario and Toronto EWRB Regulations​
The Energy and Water Reporting and Benchmarking (EWRB) program is a regulatory requirement in Ontario that mandates building owners to annually report their properties energy and water usage data using ENERGY STAR Portfolio Manager. In Ontario, all commercial, institutional, and multi-unit residential buildings that are 50,000 square feet or larger must report by July 1st each year. Additionally, under a new local bylaw, the City of Toronto now requires annual reporting for buildings 10,000 square feet or larger, starting in 2025 for 2024 calendar year data.
